the clutch drum is attached. the kart currently sits the same as the video i posted. i'm just waiting for the weather to clear up so i can start the kart outside so i don't fume my house out

To me that sounds more like it is a part of the rear sprocket hitting against the frame.
Maybe the bolts of the sprocket carrier hit somewhere.
Have you tried turning the clutch drum without the chain mounted? So without turning the rear axle and the clutch at the same time?
